Head Start provides comprehensive health, nutritional, educational, and social services to primarily low-income young children and their families. Head Start must serve children with disabilities. At least 10% of their state-wide enrollment must be children with disabilities.
The guidance of the Individual with Disabilities Act suggests that preschool-age children with disabilities may receive their special education and related services in non-public school settings such as Head Start or other child care programs as long as the special education and related services meet the child's IEP and are under the supervision of the public schools.
